Devonport closes out Improvement Notice

ONR has this week published a report detailing its conclusion that Devonport Royal Dockyard Ltd (DRDL) has successfully closed-out the Improvement Notice issued to them in July 2013.

The notice was issued after a series of incidents at the Plymouth site, and subsequent compliance inspections which identified weaknesses in DRDL’s arrangements for ensuring that their own operating rules and instructions were implemented.  The notice required DRDL to make improvements by 31 March 2014.

The Local Liaison Committee report states that ‘ONR is satisfied that DRDL has complied with the notice,’ and provides further details of the work done by DRDL to respond to the Notice.

As noted in the report, DRDL responded positively and established a dedicated working group to manage the delivery of improvements, adopting industry good practice, and addressing a number of key areas of work with particular focus on the safety of nuclear operations.

ONR worked closely with DRDL to ensure that improvements were progressed in line with regulatory expectations, and found evidence that improvements had been made, both in the areas identified by the notice, and also more generally in both nuclear safety awareness and behaviours.  ONR expects that this will provide enhanced defence-in-depth across the licensee’s organisation.

ONR will continue to engage with DRDL and monitor their ongoing improvement programme to ensure that further improvements are delivered.
