UK ABWR progresses to final stage of assessment

The Office for Nuclear Regulation (ONR) has completed Step 3 of the Generic Design Assessment of Hitachi-GE’s UK Advanced Boiling Water Reactor (ABWR) nuclear power station design.

The third phase of GDA looks at the safety and security arguments presented by Hitachi-GE to underpin the safety and security claims. ONR has concluded that sufficient progress has been made by Hitachi-GE to move into the final assessment stage, which Hitachi-GE expects to complete in December 2017.

Jane Bowie, ONR’s Head of GDA said:

“We are now ready to start the fourth and final step of the assessment process. Throughout step 3, interactions with Hitachi-GE have been positive; they are responsive and open to constructive challenge and engagement. There is still a lot of work to be undertaken by Hitachi-GE, and they will have to maintain high quality, on-time delivery to achieve their target DAC date of December 2017.”

For ONR, the assessment process will now move into its final stage. The next milestone in the GDA process will be the start of the Environment Agency’s and Natural Resources Wales (NRW) consultation on the environmental part of the assessment, which is planned to start in October 2016.

Once the overall assessment is complete, ONR, the Environment Agency and NRW, will use the work to help inform any subsequent assessments for site specific proposals that use this reactor design – such as Horizon Nuclear Power’s proposed developments at Wylfa Newydd on Anglesey and Oldbury in South Gloucestershire. Before any site specific development could proceed, the operator would have to secure all relevant permissions for the site including a Nuclear Site Licence and environmental permits.

At the regulators’ request Hitachi-GE have set up a comments process that enables people to see and comment on the submissions made to the regulators. Hitachi-GE will respond to relevant comments and questions that it receives. The regulators will also see the comments and questions submitted and the responses provided and can use these to help inform their work. The comments process is open throughout GDA until about four months before final decisions are made about the reactor design.

Mae’r Swyddfa dros Reoli Niwclear (ONR) wedi cwblhau Cam 3 o’r Asesiad Cynllun Generig o Adweithydd Dŵr Berw Uwch y DU (ABWR) Hitachi-GE ar gyfer dyluniad gorsaf niwclear.

Mae’r trydydd cymal o’r GDA yn edrych ar safbwyntiau diogelwch a gyflwynwyd gan Hitach-GE fel sail i’r sylwadau diogelwch. Daeth yr ONR i’r casgliad bod digon o gynnydd wedi ei wneud gan Hitachi-GE i symud ymlaen i’r cyfnod asesu terfynol, gyda Hitach-GE yn disgwyl cwblhau hwnnw erbyn mis Rhagfyr 2017.

Dywedodd Jane Bowie, Pennaeth GDA yr ONR:

“Rydym yn falch o fod yn cychwyn ar y pedwerydd cam a hwnnw’r un terfynol yn y broses asesu. Trwy gydol cam 3, bu’r rhyngweithiadau gyda Hitachi-GE yn gadarnhaol, maent yn ymateb ac yn agored i her a chysylltiad adeiladol. Mae llawer o waith ar ôl i’w gyflawni gan Hitachi-GE eto, a bydd angen iddynt gynnal safon uchel o ddarpariaeth ac yn brydlon er mwyn llwyddo i gyrraedd eu dyddiad DAC sef mis Rhagfyr 2017.”

I ONR, bydd y broses asesu nawr yn symud ymlaen i’r cam terfynol. Y garreg filltir nesaf yn y broses GDA fydd dechrau ymgynghoriad Asiantaeth yr Amgylchedd (EA) a Chyfoeth Naturiol Cymru(NRW) ar ran amgylcheddol yr asesiad, sydd i fod i gychwyn ym mis Hydref 2016.

Unwaith y bydd yr asesiad cyffredinol wedi ei gwblhau, bydd ONR, EA ac NRW yn defnyddio’r gwaith i hysbysu unrhyw asesiadau dilynol ar gyfer cynlluniau safle benodol sy’n defnyddio dyluniad yr adweithydd hwn – megis datblygiadau arfaethedig Egni Niwclear Horizon yn Wylfa Newydd yn Sir Fôn ac Oldbury yn Ne Swydd Gaerloyw. Cyn y gallai unrhyw ddatblygiad safle benodol fynd yn ei flaen, byddai’n rhaid i’r gweithredydd sicrhau pob caniatâd perthnasol i’r safle yn cynnwys Trwydded Safle Niwclear a thrwyddedau amgylcheddol.

Yn dilyn cais gan y rheoleiddwyr mae Hitachi-GE wedi sefydlu proses sylwadau fydd yn galluogi pobl i weld a chynnig sylwadau ar yr argymhellion a wneir i’r rheoleiddwyr. Bydd Hitachi-GE yn rhoi atebion i’r sylwadau a’r cwestiynau perthnasol a dderbynnir. Bydd y rheoleiddwyr hefyd yn gweld y sylwadau a’r cwestiynau a ofynnwyd a’r atebion a roddwyd a gallu eu defnyddio i helpu i hysbysu eu gwaith. Bydd y broses sylwadau ar agor drwy gydol GDA hyd at tua pedwar mis cyn y gwneir y penderfyniadau terfynol am ddyluniad yr adweithydd.
