New Deputy Chief Nuclear Inspectors appointed

We are pleased to announce that as part of our new leadership arrangements, we have appointed three new deputy chief nuclear inspectors (DCI) to our regulatory and senior leadership teams: Jane Bowie, Paul Dicks and Steve Vinton, currently all senior superintending inspectors at ONR. All three new DCIs have a strong track record of delivering regulation across ONR, and will help us maintain a focus on our Strategy 2020-25.

These roles will replace Donald Urquhart, our Operating Facilities Director, recently appointed ONR’s Executive Director of Operations, Dr Anthony Hart, our Technical Director, who will retire at the end of May, and Dr Mina Golshan, our Sellafield, Decommissioning, Fuel and Waste Director who will be moving on to take up a new role as Safety Assurance and Licensing Director at EDF’s Sizewell C project later in the year.

We have taken this opportunity to rotate our nuclear safety portfolios:

  • New Reactors Division: Jane Bowie will become New Reactors Director from 1 April 2021.
  • Operating Facilities Division: Mike Finnerty, currently DCI in our New Reactors Division, will move from 1 April 2021 to replace Donald Urquhart, our new Executive Director of Operations.
  • Sellafield, Decommissioning, Fuel and Waste Division: Paul Dicks will become SDFW director on 1 June 2021 replacing Mina Golshan.
  • Technical Division: Steve Vinton will become our Technical Director from 1 June 2021, when Anthony Hart retires.

There is a robust handover procedure in place as our new DCIs step into their new roles over the next few weeks, with all arrangements in place by 1 June 2021.


About Jane Bowie

Jane has spent all her 26-year career in the nuclear industry, having joined the Magnox Electric graduate scheme from university. Jane joined ONR in 2003, and has worked in our Operating Facilities, New Reactors and Sellafield divisions in both safety and project inspection, and as the Head of Generic Design Assessment and the Head of Propulsion Sites Regulation. She has also been a technical advisor to the Chief Nuclear Inspector. She has international experience working with overseas regulators as well as the IAEA and chaired the Nuclear Energy Agency’s Working Group on Human Reliability Assessment.

About Paul Dicks

Paul has over 25 years’ experience in both the civil nuclear and defence sectors. He joined ONR in 2010, and has held a variety of project, assessment and inspection roles in our Sellafield division, emergency preparedness and response, and has wide experience of the UK nuclear licensing regime, government policy and legislation and expertise in international nuclear safety frameworks and treaties. He recently led the highly regarded work on implementing a domestic safeguards regime at ONR.

About Steve Vinton

Steve has spent over 27 years working in the nuclear industry since joining British Nuclear Fuels Limited as a research scientist, and has held a range of operational, safety consultancy and leadership positions. Prior to this, Steve was a weapons engineer with the Royal Navy. Steve joined ONR in 2009, and has worked on safety assessment, site and project inspection and regulatory leadership. He has successful led a range of challenging projects, including re-shaping ONR’s transport approval process and has international experience working with overseas regulators and the IAEA. His most recent role was as superintending inspector in the Sellafield, Decommissioning, Fuel & Waste.
