Executive summary
Purpose of Intervention
In accordance with the Office for Nuclear Regulation’s (ONR’s) Dungeness B (DNB) intervention plan, ONR performs a series of planned compliance inspections of identified licence conditions (LCs) and other applicable legislation, to ensure that DNB is meeting its legal requirements.
Interventions Carried Out by ONR
LC7 requires that “the licensee shall make and implement adequate arrangements for the notification, recording, investigation and reporting of such incidents occurring on the site.”
ONR carried out the following LC7 intervention:
- A half-day intervention to examine the adequacy of DNB’s implementation of its LC7 arrangements.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides.) in the areas inspected. The following guidance was used in this intervention:
- NS-INSP-GD-007 – LC7 – Incidents on the Site
In addition, the following information sharing sessions were also held:
- Level 1 emergency exercise scenario discussion
- Event follow-up
- Meeting with the Station Director
- Defueling readiness plan discussion
Explanation of Judgement if Safety System Not Judged to be Adequate
N/A as this was not a safety systems inspection.
Key Findings, Inspector’s Opinions and Reasons for Judgements Made
I found that DNB has put in place comprehensive performance metrics for its organisational learning process and is using them to inform its management of its organisational learning processes.
I sampled a number of investigations and found them to be comprehensive and that they appropriately identify causes and associated actions to prevent reoccurrence.
DNB’s local enhancement to the organisational learning processes appears to add value in increasing the visibility and accessibility of “must know” organisational learning at DNB.
I consider that DNB’s planned self-assessment in relation to trending of events should assist in ensuring that trending of events is effective all levels.
Conclusion of Intervention
I judge that an inspection rating of Green (no formal action) is appropriate for LC7. This is because I found that DNB was able to demonstrate that it is appropriately implementing its LC7 arrangements with only minor areas for potential further improvement being identified.
