Executive summary
Purpose of Intervention
The purpose of this intervention was to ensure that Heysham 2 power station is demonstrating compliance with the life safety requirements of the Regulatory Reform (Fire Safety) Order 2005. This was a planned inspection at Heysham 2 power station. The inspection was undertaken as part of the intervention strategy for Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).
Interventions Carried Out By ONR
This inspection assessed arrangements to support Life Fire Safety and sampled the implementation of those measures on site. The inspection was undertaken by ONR NIHSS Life Fire Safety/ Internal Hazards Inspectors and the Nominated Site Inspector for Heysham 2.
I assessed compliance using relevant ONR inspection guidance. The inspection consisted of examination of the licensee’s arrangements, meetings to assess implementation and management of Life Fire Safety and a site walkdown to review assets pertaining to Life Fire Safety.
Key Findings, Inspectors Opinions and Reasons for Judgements Made.
I examined the licensee’s Life Fire Safety arrangements, how they have been implemented and consider them to be adequate and in compliance with the Regulatory Reform (Fire Safety) Order 2005.
I met with a safety representative from the Heysham 2 site. Generally, the Site Safety Representative was content with safety management at the site.
Conclusion of Intervention.
I am content that the arrangements made under the Regulatory Reform (Fire Safety) Order 2005 are adequate and implemented appropriately for the licensee’s activities. I have rated the inspection as GREEN however I have raised a Level 4 Regulatory Issue in order to review of the provision of portable fire extinguishers to Temporary Accommodation Units the progress of which shall be tracked in accordance with arrangements made with NGL.
