Executive summary
Purpose of Intervention
These Licence Compliance Inspections were carried out as part of a series of planned inspections for the Hunterston A (HNA) decommissioning site during 2022/23.
Interventions Carried Out by ONR
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
As part of this intervention the nominated site inspector for Hunterston A carried out a compliance inspection against:
- Licence condition (LC) 10 – Training.
- Licence condition (LC) 12 – Duly Authorised and other Suitably Qualified and Experienced Persons.
- Licence condition (LC) 26 – Control and supervision of operations.
The site inspector also held meetings to review the progress against ILW waste programme and to monitor and influence the programmes to transfer the adjacent AGR station and to decommissioning it under the control of Magnox.
Explanation of Judgement if Safety System Not Judged to be Adequate
No system based inspection was undertaken hence, this is not applicable for this intervention.
Key Findings, Inspector’s Opinions and Reasons for Judgements Made
From the documentation examined and the areas inspected, the inspector found that HNA’s implementation of its LC 10 (Training), 12 (Duly Authorised and other Suitably Qualified and Experienced Persons), and 26 (Control and supervision of operations) arrangements was adequate.
Conclusion of Intervention
The Nominated Site Inspector judged HNA’s implementation of its LC10, 12, and 26 arrangements as adequate in the areas inspected and did not identify any significant regulatory concerns.
