Aim of inspection
The aim of the inspection was to assess the adequacy of the licensee’s annual level 1 demonstration of its arrangements under LC11 for dealing with any accident or emergency arising on the site.

Key findings, inspector’s opinions and reasons for judgement made
This was a planned inspection assess the adequacy of the licensee’s annual level 1 demonstration of Sizewell B’s arrangements under LC11 for dealing with any accident or emergency arising on the site.
I reviewed the exercise scenario presented by the licensee and considered it to be an appropriate test of its arrangements.
I stationed inspectors at the main control room (MCR), access control point (ACP) and emergency control centre (ECC). In addition, I undertook a “roving” role, moving between the control centres to test the relay of information.
Overall I considered the exercise to be an adequate demonstration of the site’s arrangements. The licensee demonstrated, in its own feedback, that it had identified all of the minor shortfalls seen by the ONR assessment team, as well as a number of other opportunities for improvement, which it has committed to addressing. I therefore consider that no additional regulatory action is necessary, and no changes are required to the planned intervention strategy for Sizewell B.
The exercise did highlight the need to consider the management of the wider site (outside of the current site fence) during an incident or emergency; the site is becoming increasingly busy with work associated with relocated facilities and the Sizewell C project. I will consider this, in conjunction with ONR’s site inspector for Sizewell C, as part of my routine regulatory interactions with the site.
