Aim of inspection

The inspection is to consider DRSL’s processes to modify their facility safety cases and implement revised safety case arrangements. The inspection will consider DRSL’s arrangements via consideration of the application of these arrangements to a modification in progress / planned to be implemented in the near future. For this purpose, we focused on a modification to DRSL’s arrangements to store breeder fuel dry within Dounreay Cementation Plant (DCP) store.

Key findings, inspector’s opinions and reasons for judgement made

The intervention considered DSRL’s processes to modify their facility safety cases and implement revised safety case arrangements. From the evidence presented at this intervention, I consider that DSRL have adequately conceived, categorised, assessed and controlled the design changes needed to implement the sampled modification, and will have in place an adequate operating regime to support future repackaging, storage and future export of the material. As such, I am content that DSRL understands the requirements of LC22, and is applying a systematic approach to the application of its LC22 arrangements.

Overall, the inspection concluded that DSRL had adequate processes / arrangements in place to meet my expectations for compliance against LC22, as such I rated this inspection GREEN (no formal regulatory action).

Conclusion

From the evidence presented at this intervention, I consider that DSRL have adequately conceived, categorised, assessed and controlled the design changes needed to implement the sampled modification, and will have in place an adequate operating regime to support future repackaging, storage and future export of the material. As such, I am content that DSRL understands the requirements of LC22, and is applying a systematic approach to the application of its LC22 arrangements.
