Aim of inspection

The aim of this intervention was to undertake a planned licence condition (LC) compliance inspection of LC 12 (duly authorised and other suitably qualified and experienced persons) at Sizewell B.

This inspection was undertaken as part of a series of planned inspections described in the Integrated Intervention Strategy for Sizewell B.

Key findings, inspector’s opinions and reasons for judgement made

I discussed the authorisation process with individuals who had recently been authorised, and with those who are responsible for authorising them. I saw evidence in the form of processes and procedures, mentor guides, training material and written examinations. Further, I discussed the process with the site’s independent nuclear assurance (INA) team. I am satisfied, as a result, that the authorisation process is being applied as set out in the corporate process, is robust, and should produce high-quality supervisors who understand control and supervision in general and the requirements and constraints of their roles in particular. Further, I am content on the basis of the interviews I conducted and the feedback from INA that the process is delivering such individuals in practice.


On the basis of the evidence sampled at the time of the inspection, I judge that EDF NGL has adequately implemented its arrangements for LC 12 at Sizewell B in the areas inspected. Noting the ONR guidance on inspection ratings, it is my opinion that an inspection rating of green (no formal action required) is merited here.

No changes to the IIS plan for Sizewell B are necessary as a result of this inspection.
