Key findings, inspector’s opinions and reasons for judgement made
The purpose of this intervention was to undertake a licence condition (LC) compliance inspection at EDF Energy Nuclear Generation Ltd.’s (NGL’s) Torness power station. The inspection was conducted in accordance with the planned Integrated Intervention Strategy (IIS) for 2021/22.
The nominated site inspector for Torness and the operating reactors lead for emergency arrangements carried out a planned on-site inspection against Licence condition (LC) 11 – emergency arrangements. The inspection was performed in accordance with ONR guidance.
The inspection targeted the licensee’s arrangements for compliance with LC11 and the Radiation Emergency Preparedness and Public Information Regulations 2019 (REPPIR19).
In addition, the inspection sampled the progress and implementation of fleet exercise learning action plan at Torness, and recent shortfalls against the emergency scheme minimum manning levels.
Based on the evidence sampled, the licensee was broadly compliant with the requirements of LC11 and REPPIR19. We were satisfied that the licensee has conducted a comprehensive self-assessment of their emergency exercise performance and were content that the actions identified by the licensee are consistent with ONR’s observations and the fleet led improvements. We were content that the licensee has appropriate actions in place to prevent shortfalls in the emergency scheme staffing levels and judged that no further regulator intervention was needed. However, the site inspector will continue to monitor the situation.
Based on the discussions and evidence sampled, we considered that the licensee has adequately implemented its arrangements for compliance with LC 11. We therefore judged that an inspection rating of GREEN (no formal action) was merited for compliance against LC 11 (emergency arrangements)
